It is used for guiding mooring rope on ship deck. The mooring chock is used to guide rope passing and to prevent chafing on bulwark or deck, together with mooring winch and roller chock. It almost only stays on deck, rather than bulwark, which is the difference from multi-roller fairlead used on bulwark.
